Duncan will address the Summit about the roll-out of the National Broadband Network, how the site selection process will proceed, and the role of Local Government in the NBN roll-out.

9:30am Matthew Schultz, Regional Digital Economy Coordinator, Ipswich City Council
Matthew has been heavily involved in preparing the Ipswich and Toowoomba regions in Queensland for accelerated NBN roll-out.
Matthew's presentation will cover the following:
• The NBN rollout in Ipswich & Toowoomba - Progress Update; and
• Transition to a Digital Economy

This discussion panel will focus on how local government will be part of the NBN roll-out, and how councils and their communities can take advantage of fast broadband and the digital economy.
Panellists will include representatives of NBN Co and councils participating in the NBN roll-out.

11:00am Broadband Today Alliance - NBN and Digital Economy Readiness Forum
The Broadband Today Alliance will use this session to challenge all Australian local governments to reassess their preparedness for both the NBN and facilitating the Digital Economy in their location. Following this session, councils will be invited to participate in a national survey and create the basis for the inaugural BTA Digital Economy Score Card.
A number of presentations and interactive discussions will be facilitated by:
  • Michael Whereat, Manager Broadband & Digital Economy, Office of the Digital Economy, Sunshine Coast Council; and
  • Matthew Schultz, Regional Digital Economy Coordinator, Ipswich City Council

2:00pm Session: NBN roll-out and development of broadband strategies for regional communities

Tony Brun, Chief Executive Officer, City of Greater Geraldton
This presentation will describe how the City of Greater Geraldton is undertaking innovative work in relation to broadband and the digital economy, plus readying its community for the NBN roll-out.

Peter Forbes, Manager PR Marketing and Tourism, Moorabool Shire
Moorabool Shire was the first Local Government in Regional Victoria to be announced as a site for roll-out of the NBN for both FTTP and fixed wireless. This presentation outlines the steps taken by Moorabool Shire prior to the roll-out of the NBN in order to make it attractive as an early release site, progress to date and the challenges and opportunities in preparing the community for an NBN enabled future.

Peter Francis, Economic Development Manager, Bass Coast Shire
Whilst awaiting the announcement of the roll-out schedule for the installation of high-speed broadband from NBN Co, the six municipalities in the Gippsland region have decided to develop a Gippsland Broadband Engagement Plan.

The councils wanted to take a proactive approach to engaging the community about broadband. The Plan is to be implemented during the 2012 calendar year.
This presentation will outline the key activities identified in the Plan and report back about the success of activities undertaken so far.

3:50pm Session: The NBN roll-out – council experiences and advice

Brian Hales, Economic Development Advisor, City of Onkaparinga
Brian Hales is leading the preparation of the City of Onkaparinga’s Digital Economy Strategy.
The City of Onkaparinga hosts one of the first NBN release sites in Willunga. After several years of lobbying and advocacy in conjunction with the City of Marion to improve broadband services in the southern region of Adelaide, the focus is now on maximising high-speed broadband’s potential to redefine the region’s competitiveness. This is the challenge in preparing the digital economy strategy.
The presentation will also outline the council’s involvement in the Federal Government’s digital economy funding programs including the Digital Enterprise, Digital Hub and Digital Local Government Programs.


David Lynch, Manager, Economic Development & Strategic Projects, Townsville City Council
Townsville is Australia's largest tropical city and in March 2010 was selected as one of five first-release sites for the NBN roll-out. It has subsequently continued this success with much of the city included in the second release.
This presentation will detail Townsville's experiences with the roll-out, the challenges faced by Council and the community, and the lessons gained since becoming involved with the NBN. It will also highlight the opportunities that an early release site presents and what activities are being undertaken to capitalise on this.
